Bug 17124: Fix tests in DecreaseLoanHighHolds.t

One test of DecreaseLoanHighHolds.t does not pass,
A hashref representing a patron has a 'borrower' key defined, instead of
'borrowernumber'.

Test plan:
  prove t/db_dependent/DecreaseLoanHighHolds.t
must return green
